Why do you charge GST on memberships of the website for members that live overseas?

I have adopted a policy, which is also simple to administer, that everyone pays $60 for membership. This is stated on the website when members first join:

I provide a tax invoice for members convenience, even though the amount it is below the threshold.

The amount of GST involved is $5.45 and it is not cost effective for me to obtain proof of the residence of members which would have to be done manually. Name and email addresses (the only details that the automated system picks up and that I keep in the database) are not sufficient for that purpose. Neither are telephone numbers a reliable indicator. There is nothing else on the order that would prove place of residence.

My preference is to devote the time and energy that would be involved in my seeking proof of place of residence towards providing a better membership service.
